Basar(17/07/2026):- A crucial meeting of the Basar Planning Authority was convened here at the DC’s Conference Hall here on Friday under the chairpersonship of Deputy Commissioner, Leparada District- Ms. Himani Meena, to deliberate upon and finalize the proposed Local Planning Area (LPA) boundaries for the formulation of the Comprehensive Basar Township Master Plan.

Besides members of the Basar Planning Authority, invited public representatives, the meeting was also attended by invited PRImembers viz, GPM/GPCof respective village and segments adjoining Basar Township and falling within the proposed planning area. The meeting primarily focused on sensitizing PRI members and other public stakeholders about the importance of planned and sustainable urban development and the need for strategic planning to guide the future growth and expansion of Basar Township.

 Welcoming the participants, DC-cum-Chairperson informed the house that the Basar Planning Authority, constituted under the Arunachal Pradesh Urban and Country Planning Act-2007, is currently undertaking the preparation of a state-of-the-art, GIS-based Master Plan for Basar Township. She highlighted that the declaration of a clearly defined Local Planning Area is a statutory requirement for determining the jurisdiction of the Master Plan, which may encompass both the existing urban area and its peripheral rural areas.

 DC further emphasized that a well-defined planning area is essential for ensuring systematic development, regulating future growth and preventing haphazard expansion of the township. Addressing concerns raised regarding the inclusion of rural pockets within the proposed LPA, she clarified that inclusion within the planning area does not, by itself, automatically convert or classify such rural areas as urban land. Rather, the objective is to facilitate coordinated, regulated and sustainable development in accordance with the provisions of the applicable planning laws.

 Town Planner-cum-Member Secretary, Basar Planning Authority, Mr. Tabom Tamut delivered a detailed PowerPoint presentation explaining the procedural aspects of declaring a Local Planning Area, relevant statutory provisions, planning jurisdictions and urban development protocols. The presentation also addressed various apprehensions and queries raised by the public representatives and stakeholders. He also proposed extension of the existing urban area to formally include the Old Market Area and Pajo Area, which was also discussed and reviewed in detail by the house.

 The interactive deliberations witnessed active participation from PRI members and public representatives, who emphasized the importance of timely and systematic planning to ensure the orderly and sustainable growth of Basar Township.

 Following detailed deliberations, the Basar Planning Authority unanimously adopted key resolutions for further action. The house accepted the draft proposal for the proposed Local Planning Area, as presented by the Member Secretary and resolved to formally recommend the same to the State Government for issuance of the preliminary notification in accordance with the relevant statutory provisions.

 The Authority further resolved to undertake a comprehensive public awareness and sensitization campaign across all constituent villages during the statutory period following issuance of the preliminary notification. The campaign will be carried out with the active involvement of PRI leaders, public representatives and other stakeholders to ensure that the general public is adequately informed about the proposed Local Planning Area, the planning process and its long-term benefits.
