Yupia July 23: District level Incident Response Team (DLIRT) meeting of Papum Pare District held at ZPC hall, Yupia  today under the chairmanship of Deputy Commissioner Shri Pige Ligu to discuss and review the preparedness and containment plan of Papum Pare district (rural).

While addressing all participants, Deputy Commissioner Pige Ligu lauded the effort of all frontline workers who are working rigorously  to combat spread of COVID-19 in Papum Pare district, besides calling  them to work on war footing basis he said that we should be remain prepared for all eventualities be it to break the chain of transmission of virus or any natural disasters in the district.

Stressing upon strengthening preparations at grass root level, the Deputy Commissioner directed all admin officers to constitute Block Level Rapid Response Team with the support of Education and ICDS departments and submit the report within two days. He also asked  the admin officers to ensure that SOPs are strictly follow and owing to present situation of pandemic and  monsoon season, he further said that  admin officers should be able  to mobilize and take help of  local expertise during any natural disaster or emergency.

He also directed DF&CSO to maintain sufficient stock of food grains and to ensure that supply chain of  foodgrains are not affected for people living in vulnerable  remote circles like  Mengio, Tarasso and Tarasso and  District Transport Officer  to prepare actual requirement requirements of vehicle in administrative centres and other related activities for smooth functioning during any emergency.

He further directed District Surveillance Officer to constantly monitor with the help of DDMO Yupia  that Containment Zone Chiputha and Midpu areas are sanitized properly,  sufficient sanitization  materials are kept in ready for admin circles, issuing of medical bulletin of COVID -19 status every three days,  and to create complete awareness  on mandatory re-testing of Rapid Antigen Test whose results are negative.  He also asked SDO Doimukh to submit daily inspection report of Containment Zone Chiputha and Midpu areas.

Meanwhile District Medical officer Dr.(Mrs) Subu Tasso Kampu informed that medical department has already constituted District Rapid Response Team(DRRT) and within couple of days Lab Technicians, HA, NO, HWO and ANMs of three blocks Kimin, Sagalee and Balijan will be given training on Antigen testing process. She also stressed upon maintaining smooth communication among all groups and support to all health workers.

ADC Sagalee S.Lowang also shared the activities done by her team at Sagalee Sub-Division and ADC Kimin Likha Teji  also stressed upon need to follow SOPs and all appropriate behaviours of COVID-19 to fight against Pandemic Corona virus and assured all possible support to health team.

Admin Officers Tana Bapu, EAC Mengio, CO Tarasso Rome Mele and CO Gumto Marina Siram also spoke and requested for provision of sufficient testing kits, PPE, Sanitizers, vehicles  and weekly testing of frontline workers manning check gates respectively.  District Food and Civil Supplies Officer Honi Bayang and District Transport Officer Y.L Yumlam, DDSE TT Tara also spoke on the occasion.

Earlier, District Surveillance Officer Dr.R.R. Ronya presented an overview of Containment Plan and highlighted the role and responsibilities of district administration. She also requested all frontline workers to spread awareness and counseling to local populations to strictly follow all COVID-19 safety protocols.

Meb-Dhola road washes away, MLA Tayeng takes stock of situation.

PASIGHAT, July 23:Heavy downpour and rapidly rising level of river Siang caused massive soil erosion in Mebo subdivision of East Siang district. According to official sources, 400 hects (approx.) crop and land eroded by the river Siang. Govt. LPS, Sigar under threat from massive bank erosion and electricity connection to Namsing, Mer, Gadum and alsovillages of Paglam circle (Lower Dibang Valley) snapped due to washed away of 11KV OHT Line by the bank erosion. Official sources also added that Mebo-DholaRoad (MDR) connecting Mebo and Paglam has been eroded away a stretch of 550 mtrs by Siang River in between Kongkul and Namsing villages. However, it is reported that NH-513 PMY Road blocked at 36.500kms under NHIDCL likely to restore today.

Meanwhile, Mebo MLA Lombo Tayeng along with DC Dr. Kinny Singh, CE, PWD (Eastern Zone) Er. M. Bam, SP Rajiv Ranjan Singh, SE PWD, Er. Tapi Darang, EEs of PWD, WRD and Power and DDMO held a spot inspection today. After taking stock of the situation, MLA Tayeng asked all concerned to gear-up for alternative road making communication through immediately besides restoration of power supply in the affected areas. He asked the people not to panic but to extend help and cooperation to the administration and executive agencies.

EE, PWD Er. TaniTaki informed this evening that the department has already been arranged required man and machineries for the alternative road construction and expected to be completed within five days.

DC Chairs Consultative meeting with NGOs& CBOs On Covid Situation, measures in place

PASIGHAT,July 23, 2020: A comprehensive consultative meeting was held with stakeholders on the Covid situation in the district under the chairmanship of East Siang Deputy Commissioner, Dr.Kinny Singh today.In view of the outcome of the meeting, the need for Lockdown at this period was deferred taking into account the report and Covid status in the district.
SP, RajivRanjan Singh, SDO, OliPerme and Admin Officers also attended.The DC while thanking the suggestions and opinions put forward, in the interest of the district in the collective fight against Covid-19 will be put into place.
Various suggestions like movement restrictions, regulation of market timing, enhanced enforcement and other regulations to check illegal entry etc will be implemented with the main objective to maintain Social Distancing,which will check the spread of the contagion Virus. We should all rationalize our efforts to achieve our desired goal, the DC added. Strict Instructions will be issued to Bank Authorities in connection with employees attending from outside as precautionary measures.
The DC also stressed that we all need to keep vigil and prepare strategies to face any challenges in future too and said that our collective fight of every citizen should continue by following all guidelines and SoPs.
Earlier, DMO ,Dr.Kaling Dai ,briefed on the Covid Status informed that all containment measures have been put in place at Containment Zone,Siluk Village-viz. surveillance, contacttracing,household disinfection, testing is being carried out. He informed that currently the situation is under control.
Further, the DMO informed that massive screening and mandatory Rapid Antigen testing exercise is being carried out daily at Ruksin Checkgate.
Earlier, all the representatives of CBOs and NGOs put forward their suggestions and opinions. They assured to cooperate and support the District Administration in the collective fight against the Virus.

Deputy Chief Minister Chowna Mein soft launched the online bill payment service for postpaid electricity bills introduced by the Department of Power, Govt of Arunachal Pradesh

ITANAGAR, July 22: Deputy Chief Minister Chowna Mein soft launched the online bill payment service for postpaid electricity bills introduced by the Department of Power, Govt of Arunachal Pradesh through video conferencing today.

While expressing happiness over the initiative of the department, Mein said that with the launching of this system, consumers can pay their bills from the comfort of their home by logging into the Departmental Web Portal: www.arpdop.gov.in or by Bharat Bill Pay Ecosystem through Various Payment Apps such as PayTM, PhonePe, BHIM, PayZapp, MobiKwik, etc. and net banking by various banks.

He said that it is a boon for the general people of the State during the COVID-19 pandemic as they need not have to stand in queue or travel to the Electrical Department Offices to pay their postpaid electricity bills.

Mein congratulated and extended his heartfelt gratitude to all the Officers and Officials of Power Department, Planning & Investment Department and all those involved for their tireless efforts in timely activation of this online bill payment system despite the lockdown.

From today onwards, consumers from 6 (six) R-APDRP (Restructure – Accelerated Power Development Reform Programme) Towns namely, Itanagar, Naharlagun, Pasighat, Roing, Tezu and Namsai can pay their bills through online. Very soon, the online bill payment system will be activated in remaining 3 (Three) R-APDRP Towns namely, Ziro, Daporijo and Aaalo. And 16 more towns of the state under IPDS (Integrated Power development Scheme) phase -II shall be included in the online payment after the implementation of the phase-II of the IPDS programme, Mein informed.

Power Department will also be launching the Prepaid Online Payment Service for Itanagar and Naharlagun within few days, the activation work of which is in final stage, he added.

For the convenience of the general public, the Department of Power is also initiating a Customer Care Centre, a first of its kind in the State wherein the department will enable the consumers to lodge their power supply related complaints or for any inquiry related to the Electricity Bills, over the phone by dialing 4-digit Pan-India Electricity Complaints Helpline Number ‘1912’, which will be effective from today onwards for 12 hours initially and will be made functional 24 x 7 in a later date soon.

This will benefits the most to those consumer living in far-fetched areas of the township to just call and express their grievances or inquire anything related to their electrical connections by phone.

Mein also expressed his gratitude to Tata Consultancy Services (Information Technology Implementing Agency of R-APDRP), National Payment Corporation of India (Implementing Agency of Bharat Bill Payment System), PayU (Implementing Agency of Online Payment) and Secure Meters (Prepaid Implementing Agency) for their assistance, support and cooperation.

While launching the online bill payment service, Mein successfully made his first online payment of his electricity bill for his residence in Namsai.

A Devastating landslide triggered by incessant rain buried alive four family members of Shri Tana Nuka at Tigdo village

Yupia July 10: In a gruesome incident, a devastating landslide triggered by incessant rain  buried alive four  family members of Shri Tana Nuka at Tigdo village  at around 2.30am today.  In the incident Tana Nuka lost his two sons, daughter-in-law and 8 month old  granddaughter.  The deceased   were identified as Lt. Tana Martin alias Leij, 24, Lt.Tana John,17, Lt. Yabung Lingdum Tana,22 wife of Lt.Tana Martin and  Lt. Tana Yassum, their 8 months old daughter.Apart from human lives and property damage, many domestic animals including poultry, piggery and goats were also lost.

Meanwhile, on receiving the report of incident, Deputy Commissioner Pige Ligu alongwith SP Jimmy Chiram, SDO Doimukh and DDMO Yupia immediately rushed to the spot to take stock of the situation. DC deeply condoled the sudden loss of precious young lives and consoled the grieving family to stay strong to bear irreparable loss.

Later on, DDMO In-Charge TM Tara handed over immediate relief of Rs, 25000/- to deceased father Shri Tana Nuka.

Covid 19 Update Arunachal Pradesh

Itanagar, March 23:Emphasizing on the importance of communication, Health Minister AloLibang today urged the Deputy Commissioners of border districts to relay the information of all people entering their districts to enter another to their counterparts. He said that relaying communication timely will go a long way in taking preventive measures.

Libang also congratulated the DC and the team for successfully observing the Janta Curfew on the 22nd March.

Chief Secretary Naresh Kumar cleared the air on understanding the lockdown order of the state. He clarified that hotels, home stays and lodges will continue to operate and instructed the DCs to ensure that tourists who are already staying in are not thrown out in the name of lockdown. He however suggested that proper hygiene will have to be maintained in these establishments.

He also asked the DCs to ensure that labourers with valid ILPs, who are already in Arunachal, may be allowed to continue their stay here.

Urging the DCs to ensure there is no panic amongst the public, Kumar reiterated that movement of Essential services like ration, pol etc shall be allowed to enter the state and their movement, after following the Standard operating Procedure (SOP), should not be restricted in any check gates.

Kumar also clarified that construction activities like that in NH415 will continue and as such, movement of trucks carrying cement, bricks and other such items will be allowed, after going through the necessary SOP.

Awareness Session on COVID 19 conducted at Raj Bhavan

An Awareness Session about Corona Virus Infectious Disease (COVID 19) was conducted in the Governor’s Secretariat, Itanagar for the employees of Raj Bhavan on 19th March 2020. Dr. Jennifer Tayeng, Senior Medical Officer, Raj Bhavan Dispensary cum State Trainer on COVID 19 Awareness Campaign briefed the employees, which included those attached to Raj Bhavan, about the epidemiology of COVID-19, globally and in India, preventive measures through personal hygiene and etiquette.

Dr. Tayeng said that spread of COVID 19 can be contain, if all the staff avoid closed crowded spaces, maintain distance of 1metre, refrain from touching own face, nose and mouth, physical contact like shaking hands and religiously follow frequent hand hygiene and respiratory etiquette. She advised the staffs to follow seven steps of Hand Washing, i.e. Step 1 – Wet your hands and apply enough soap (coin size), Step 2 – Rub your palms together, Step 3 – Rub the back of each hand, Step 4 – Rub both your hands while interlocking your fingers, Step 5 – Rub the back of your fingers, Step 5 – Rub the tips of your fingers, Step 6 – Rub your thumbs and the ends of your wrists and Step 7 – Rinse both hands properly with water. For easy catch up of the employees, she suggested a mnemonic ‘SUMAN K’ – ‘Seedha Ulta Mutthi Anghuta Nakhun Kalai’ in hand washing with soap and water or 70% alcohol based sanitizer.

Senior Medical Officer cautioned the staff against bulk purchasing of mask and hand sanitizers, which, she said deprives other people of the vital items, thereby inviting faster spread of the disease. You are not safe till others near you are safe, she said.

Dr. Tayeng asked the staffs to home quarantine any relatives coming from COVID 19 infected places having symptoms of any respiratory infections like cough for at least 14 days, before allowing them to move around. She emphasized on them to seek medical care immediately, in case, they find common symptoms include fever, fatigue, dry cough and breathing difficulty in their ward.

Dr. Tayeng warned against rumour mongers and said that action may be initiated by the administration against them by invoking powers conferred under section 2 of the Epidemic Disease Act, 1897. (Regulation no. 9).

Deputy Chief Minister, Chowna Mein reviewed the status of Miao to Vijoynagar PMGSY road

ITANAGAR, March 19:

Deputy Chief Minister, Chowna Mein reviewed the status of Miao to Vijoynagar PMGSY road along with the Minister of Rural Work Department, Shri Honchun Ngandam and the Minister of Urban Development, etc cum local MLA, Shri Kamlung Mossang at his Secretariat office today. In the meeting, the ways and means and the way forward for the completion of the road has been discussed.

Mein said that the State Govt is very much concern about the road connectivity to Vijoynagar, one of the remotest Administrative Headquarter of the State and pressed for early completion of the Miao to Vijoynagar road. He said that the State Govt will provide fund as gap funding for re-alligment/strengthening and improvement of the road. However, he categorically said to judiciously utilize the fund for the purpose and not to make any deviation of the fund.

It was informed that construction of 157.56 km Miao to Vijoynagar road was delayed due to re-alignment and diversion of the road to avoid the Wildlife sanctuary. It passes through swampy/marshy land thereby incurring huge additional expenses. However, by putting in the latest technology of road construction (GSB), now the road is constructed successfully along the swampy/marshy land. It was also informed that the road is being divided into package of five parts and around 57% of the total length of the road has been completed so far.

In the meeting, Secretary RWD, Kapa Kholie, Chief Engineer (E/Z), Kago Tabiyo, CE PMGSY, D Nyodu, SE T Tamin, and EE, N Rike were also present.

District Administration conducts checking to enforce traffic rules

Itanagar, August 23: As per the direction of the Deputy Commissioner, Itanagar Capital Complex Prince Dhawan, the CO Naharlagun Neelam Teji today carried out surprise checking of follow up of traffic rules and lane discipline at Naharlagun.
During the course of the checking, Teji informed that 46 violators were penalized and 13 violators were challan and directed to attend court at JMFC, Yupia.
The DC informed that more such checking would be carried out regularly to ensure that the traffic rules are properly enforced. He has requested the denizens of Capital Complex to cooperate with the District Adminstration and to abide by the traffic rules.
