Chief Secretary, Shri Naresh Kumar, visited Changlang

Chief Secretary, Shri Naresh Kumar, visited Changlang today, i.e., on 14/05/2021 to take stoke of Covid-19 preparedness in Changlang District.
On reaching Changlang at 18:00 hrs, he first visited CCC, Changlang and and interacted with Covid positive patients admitted there and inspected basic medical amenities like oxygen cylinder, required medicines etc at the CCC.
Then he inspected proposed Oxygen plant, laboratory, RTPCR room, X-ray room, DCHC and Covid Control Room at District Hospital, Changlang . He also inspected Oxygen Concentrators available at the Hospital where he showed his dissatisfaction over its efficacy.
After all the inspections, he attended two consecutive meetings one with Medical Team over Covid-19 preparedness and their requirements and second with HODs of various departments in the district at Conference Hall, Mini secretariat, Changlang.
Medical team briefed about present Covid-19 pandemic in the district and their requirements such as more RAT kits, Oxygen cylinders, Generator etc.
CS stressed on getting more elderly people in far off villages covid-19 vaccinated and for this purpose ask the medical department to get help from Gaon buras and ASHAs.
CS also asked to identify one Community Health center/Primary Health center in each of 5 Assembly constituencies in the district and strengthen them with basic medical facilities. For this he asked the department for a checklist of the items with specifications needed at each identified CHC/PHC.
He also stressed on more institutional deliveries of pregnant women. For this he suggested to make/identify a proper delivery room in each PHC/CHC. Every village should have a trained midwife. He asked for a comprehensive Health management plan for the entire district to be submitted to him.
He also stated thay he will not hesitate to suspend any Doctor if  found to be absent from his/her posting place but working in some private hospital.

All the HODs placed their progress reports before the CS and also their grievance mostly related to non release of fund before him.
Stressing over Horticulture, CS asked the department to introduce Walnut as an experiment and for the purpose he would give financial assistance of Rs. 20.00 lakhs.
Large cardamon and Kiwi plantation have already been started in the District on experimental basis.
He also suggested to make a comprehensive plan for setting up a Arecanut plant in the District.

Lastly, he suggested to have a Video conferencing every three months with various HODs of the District to review the financial/physical status of projects/schemes and any issues faced by them as such which could be solved at his level to expedite the completion of project such as non release of fund etc.
